Kelvin Parsons, Opposition Natural Resources Critic and MHA for the District
Burgeo-Lapoile, is questioning Monday’s appointment of Bill Fanning, the CEO
and chief operating officer and general manager of Spectrol Energy Services,
to the Board of the Bull Arm Site Corporation (BASC). In his 2004 Conflict
of Interest statement, Premier Williams listed that he was a Director of
Spectrol Energy Services, and also declared that he has a loan guarantee to
the company. Mr. Fanning is the head of this company and would have required
cabinet approval before receiving this appointment.
"The people of the province will have to judge for themselves whether
this appointment is appropriate," said Mr. Parsons. "We have already
witnessed the appointments of many of the premier’s family and friends to
positions throughout government. However, it is even more questionable when
a key employee of a company with close ties to the premier receives an
appointment to the BASC where that person will receive inside knowledge
regarding investment opportunities in the province’s oil and gas sector.
"I am not questioning the qualifications of Mr. Fanning, however, it is
questionable when someone with such close business ties to the premier is
appointed to such a position. There are many people in our petroleum sector
that have as much experience and expertise as Mr. Fanning, why weren’t they
considered for this position?
"While the premier can appoint who he likes to the many boards and
agencies in the province, the people will have to judge whether these
appointments are appropriate. I certainly question the appointment of Mr.
Fanning, and so do the other people that have contacted our office citing
what they consider a conflict of interest situation."
