Grimes Wants disclosure of Churchill EOI proponents

Government has an obligation to inform the public

April 1, 2005

Opposition Leader Roger Grimes says government should release information regarding the proponents who have submitted Expressions of Interest (EOI) for development of the Lower Churchill power resource.

"In the interest of openness and transparency, Natural Resources Minister Ed Byrne should release this morning the full list of interested parties," said Grimes. "We know that a joint proposal has been submitted by the Governments of Ontario and Quebec with engineering firm SNC - Lavalin, but the public has a right to know what other proposals or EOI were received from public or private proponents.

Grimes wants to know what process government will now take to evaluate and follow-up on submissions following yesterday’s deadline for proposals. "Minister Byrne should inform the public about the direction his department intends to take now that the EOI process has concluded. The manner in which the proposals will be evaluated and the choice of a partner to enter into detailed negotiations is very important. This process should be as transparent as possible so that the public can scrutinize any proposal that comes forward.

"I expect the Minister to announce today how many proposals they have received, the identity of the proponents, who will evaluate the proposals and a clear indication of where government plans to head into the next phase of the development of this valuable resource. We have an obligation to ask questions about this process, especially given the problems that have already been identified in government’s secretive handling of the file last year."
