Joyce still awaiting details on Nada Borden's patronage appointment

December 15, 2005

Eddie Joyce, MHA for the District of Bay of Islands, has still not received the employment details for Ms. Nada Borden, the Vice-President of the PC Party and Chief Financial Officer for the Premier in the District of Humber West. Ms. Borden was seconded to work for the Department of Education, but instead has been doing political work for the Premier.

In the House of Assembly last week, several examples were provided of high profile PC Party supporters, friends, relatives and business associates of the Premier being hired to public service positions without going through any process whatsoever. While Minister Joan Burke did confirm that Ms. Borden was seconded to the Department of Education, she could not confirm whether Ms. Borden’s office was located in the Premier’s Corner Brook office, nor could she confirm whether Ms. Borden had been given written permission to hold a position on the school board while being an employee of the Department of Education.

"It appears the reason the Minister of Education knows very little about this political appointment is that the Premier directed Ms. Borden’s hiring," said Mr. Joyce. "The minister originally knew nothing of this hiring, then could not confirm whether Ms. Borden’s office is physically located on the tenth floor of the Sir Richard Squires Building, the Premier’s Corner Brook office. This political patronage is nothing more than a waste of taxpayers money as the Premier tries to reward a long-time political friend.

"According to the School Board Act, an employee of the Department of Education cannot run for a position on the school board without receiving prior written approval from the minister. As Ms. Borden is now on the school board, I am asking Minister Burke to produce this letter of approval. If no letter exists, according to the legislation, Ms. Borden is not permitted to be on the school board and must resign. The minister could not produce an approval letter when asked which is strange as Ms. Borden is supposedly the consultant to the minister on the $89 million White Paper.

"The rules must be followed by everyone in the province, including the Premier’s friends, relatives and supporters. Ms. Borden should not get special favours and her current patronage position should not be funded by the taxpayers of this province. If she is sitting on the school board against the regulations, Ms. Borden should be removed immediately."
